Cigarette allowance from Thailand: the short answer
For most travelers, the cigarette allowance from Thailand is one carton: 200 cigarettes into the UK, the US, Canada, the UAE and most of the EU. India allows 100, Australia just 25, and Singapore none duty-free. Heated tobacco sticks like TEREA and vapes follow separate rules, and India and Singapore ban them outright.
What you can bring depends on where you land, not where you bought it. Low Thai prices don’t change the rules: if you go over your allowance, you may pay duty on the full amount. Here are the limits country by country, plus the part most guides skip: leaving Thailand with a vape or IQOS in the first place.
Allowances by country at a glance
| Country | Cigarettes, duty-free | TEREA and heated sticks | Vapes and e-liquid | IQOS device |
|---|---|---|---|---|
| UK | 200, or 250 g tobacco | 200 sticks (instead of cigarettes, or split) | 50 ml of vaping liquid | Allowed |
| US | 200 | Not addressed separately | No set personal allowance | No specific rule |
| Canada | 200 | 200 tobacco sticks, on top of cigarettes (TEREA not named) | 120 ml, up to 12 devices | Allowed |
| EU (most countries) | 200, or 250 g tobacco | Germany: may count as cigarettes | Within the €430 goods limit (Germany) | Allowed |
| India | 100, or 125 g tobacco | Banned | Banned | Banned |
| UAE | 200 | Not addressed separately | Legal; no official limit published | Allowed |
| Australia | 25, or 25 g tobacco, plus an open pack | Classed as vaping goods | Therapeutic use only | Classed as a vape |
| Singapore | None duty-free | Banned | Banned | Banned |
Allowances are per adult: 17 and over for the UK and EU, 18 and over for Canada, the UAE and Australia. Rules change, so check your customs website before you fly.
Taking vapes out of Thailand: the departure side
Leaving Thailand, you go through passport control and a security check, not an import check like the one on arrival. Thailand’s ban is written around importing and selling, and we couldn’t find a rule aimed specifically at carrying a vape or IQOS out, or documented cases of tourists fined for it at departure.
That doesn’t make it legal. The UK Foreign Office says it is illegal to possess or use any vape, e-cigarette, pod, e-liquid or heat-not-burn device in Thailand, with fines typically 5,000–30,000 baht (about $146–$875). The airport is still Thailand. And airline rules put devices in your carry-on, which goes through the X-ray. If an officer takes an interest, the device can be confiscated.
Two practical points:
- Don’t use it in the terminal. Airport smoking rooms are for cigarettes only. Our guide to airport smoking areas in Thailand has the details.
- Batteries go in the cabin. Vapes and IQOS travel in carry-on only, never in checked bags. Cigarettes can go in either bag. More in our guide to flying with a vape or IQOS.
The easiest move is the one that also solves the arrival problem at home: plan to finish what you have before your flight, and leave the rest behind.
How many cigarettes can I bring to the UK from Thailand?
The UK allows one of these, per adult aged 17 and over:
- 200 cigarettes
- 100 cigarillos
- 50 cigars
- 250 grams of tobacco
- 200 sticks of tobacco for heating, such as TEREA
You can split the allowance, say 100 cigarettes and 100 TEREA sticks, but not double it. Go over, and you pay UK tax and duty on everything in that category, not just the extra.
Since October 1, 2026, vapes have their own allowance: 50 ml of vaping product, whether the liquid is in a prefilled device or a bottle. The UK’s disposable vape ban targets selling and supplying them, not personal possession, but disposables count toward the 50 ml, so check the capacity printed on the box. Tobacco and vaping allowances can’t be combined.
US customs cigarette limit: 200
The US customs cigarette limit is 200 cigarettes. Returning residents can include 200 cigarettes and 100 cigars in their $800 personal exemption. Visitors get 200 cigarettes, or 50 cigars, or 2 kilograms of smoking tobacco, and can mix them proportionally.
Two catches for smokers coming from Thailand:
- Flavored cigarettes. US law bans cigarettes with a characterizing flavor other than tobacco or menthol. Thai capsule packs with fruit or other flavors fall into that group.
- TEREA and vapes. CBP publishes no separate allowance for heated sticks or vapes. It notes that the FDA regulates e-cigarettes as tobacco products, and the FDA says new tobacco products need its authorization to be sold in the US. In its mid-2026 filing, Philip Morris said it was still waiting for authorization to market IQOS ILUMA, the device TEREA sticks are made for. With no personal allowance published, declare what you carry.
Canada: 200 cigarettes and 200 sticks, but duty applies
Canada is the only country here where the tobacco limits add up. After at least 48 hours abroad, an adult 18 or older can bring all of these together: 200 cigarettes, 50 cigars, 200 grams of tobacco, 200 tobacco sticks, and up to 120 ml of vaping liquid in no more than 12 devices and containers. CBSA doesn’t mention TEREA or heated tobacco by name. Our reading is that heated sticks count as “tobacco sticks”, but that’s not CBSA’s wording, so declare them as such and let the officer decide.
The catch: only packs stamped “duty paid Canada droit acquitté” come in fully free. Thai cigarettes and sticks don’t carry that stamp, so a special duty applies even within your allowance. Visitors get the same quantities, but should expect to pay duty on what they declare.
How many cigarettes can I bring to India?
Under the Baggage Rules 2026, you can bring up to 100 cigarettes, or 25 cigars, or 125 grams of tobacco duty-free. Anything above that pays duty, and commercial quantities aren’t allowed.
Vapes are a different story. India’s Prohibition of Electronic Cigarettes Act 2019 bans importing, transporting, selling and storing e-cigarettes, and its definition names heat-not-burn products. That covers an IQOS, TEREA sticks and any disposable or pod vape, “as a complete product or any part thereof”. Leave all of them in Thailand.
UAE: 200 cigarettes, vapes allowed
Dubai Customs’ passenger guide allows 200 cigarettes, or 50 cigars, or 500 grams of tobacco duty-free, for travelers aged 18 and over. Some older customs pages still say 400, but plan on 200. Anything above is dutiable.
Vapes and IQOS are legal and sold in the UAE, so bringing your own device is fine. Customs doesn’t publish a separate limit for heated sticks or e-liquid, so keep them to clearly personal amounts.
EU: 200 cigarettes in most countries
Entering the EU from Thailand by air, the standard duty-free allowance is 200 cigarettes, or 100 cigarillos, or 50 cigars, or 250 grams of tobacco, for travelers aged 17 and over. You can mix them, as long as the total stays within one allowance. A few countries set lower limits: Estonia and Romania apply 40 cigarettes to all travelers.
How heated sticks count varies by country:
- Germany: customs says tobacco sticks for heating can be classed as cigarettes, so the 200 limit applies. E-liquids fall under “other goods”, up to €430 in total for air travelers.
- Ireland: Revenue lists the same 200 cigarettes but publishes no specific allowance for heated sticks. The safe assumption is that a carton of TEREA counts like a carton of cigarettes; check with Revenue if you’re unsure.
Singapore and Australia: the strictest routes home
Singapore has no duty-free allowance for tobacco at all: every pack pays duty and GST, and packs without Singapore’s standardized packaging, such as Thai ones, are disposed of at the checkpoint. IQOS, heated sticks and vapes are banned, with fines of up to S$10,000 for individuals under the Tobacco and Vaporisers Control Act. We found no official exemption for transit passengers, so if your flight home connects through Changi, travel without a vape or IQOS. Our guide to vaping in Thailand as a Singaporean covers the details.
Australia allows 25 cigarettes or 25 grams of tobacco, plus one open pack. Go over, and you pay duty on all of it. IQOS devices and heatsticks are controlled like vaping goods under Regulation 5A and need prior permission. The only traveler exemption is for your own treatment: up to 2 vapes, 20 pods and 200 ml of liquid. Since July 24, 2026, nicotine pouches can’t be brought in at all. See how many cigarettes you can bring to Australia.
Over your allowance? Declare it
If you’re carrying more than your limit, use the red channel or declare it on arrival. In the UK and Australia, duty is then charged on everything in that category, not only the excess; Canada charges it on the excess. Undeclared goods can be seized.
Buying extra in Thailand to take home rarely pays off once duty is added, and India, Singapore and Australia don’t let most travelers bring the devices or sticks in at all. For cigarettes, stay within your country’s allowance. For IQOS and TEREA or disposable vapes, order what you’ll use during your stay and finish it here.
